To a large extent, its accumulation in the environment is due to hunting activities. This evidence was also used in a recent legal notice produced by the European Chemicals Agency (ECHA), which is in favour of limiting this kind of ammunition.<\/p>\n<p>Vous pouvez retrouver ci-dessous en t\u00e9l\u00e9chargement l&#8217;int\u00e9gralit\u00e9 de la lettre ouverte et de ses annexes (en anglais).<\/p>\n<p>The Tour du Valat, which hosts hunting activities on its estate, has already conducted studies that confirm there is lead contamination in the Camargue (see the <a href=\"https:\/\/tourduvalat.centredoc.fr\/s.php?h=8a8728f92544c7746093e58d5a04a793\" target=\"_blank\" rel=\"noopener\">bibliographical references of the Tour du Valat Resource Centre<\/a>). In 2011, it also expressed its position on hunting in wetlands (<a href=\"https:\/\/tourduvalat.org\/download\/20339\/?v=20340\" target=\"_blank\" rel=\"noopener\">see the document in <\/a><\/p>\n<hr \/>\n<h3 style=\"text-align: center;\">ECHA proposal under Regulations<sup>1<\/sup><\/h3>\n<h3 style=\"text-align: center;\">Restriction proposal on the use of lead gunshot in or over wetlands<\/h3>\n<p>&nbsp;<\/p>\n<p>Dear Sir or Madam,<\/p>\n<p>We the undersigned European scientists, human health and veterinary professionals with expertise<br \/>\nin the toxic effects of lead ammunition on health of people and wildlife are writing to you to:<\/p>\n<p>1. Applaud the European Commission\u2019s initiative and the substantial body of work, including<br \/>\nextensive stakeholder consultations, undertaken by the European Chemicals Agency (ECHA) to<br \/>\nproduce their <a href=\"https:\/\/echa.europa.eu\/previous-consultations-on-restriction-proposals\/-\/substance-rev\/17005\/term\" target=\"_blank\" rel=\"noopener\">restriction proposal on the use of lead gunshot in or over wetlands<\/a>;<\/p>\n<p>2. Agree with the <a href=\"https:\/\/echa.europa.eu\/documents\/10162\/b092e670-3266-fb5d-6296-544eaccb5d4a\" target=\"_blank\" rel=\"noopener\">opinion<\/a> that the use of lead gunshot for shooting in or over wetlands requires<br \/>\nrestriction, as proposed by ECHA and adopted by its scientific committees;<\/p>\n<p>3. Urge the Commission, Member States, European Parliament and REACH Committee to support this<br \/>\nimportant restriction proposal in the form proposed by ECHA which harmonises restrictions across<br \/>\nall wetlands in Europe;<\/p>\n<p>4. Encourage the European Commission to request ECHA to prepare a proposal for further measures<br \/>\nto restrict the use of all lead ammunition and anglers\u2019 lead weights; noting the recent <a href=\"https:\/\/echa.europa.eu\/documents\/10162\/13641\/lead_ammunition_investigation_report_en.pdf\/efdc0ae4-c7be-ee71-48a3-bb8abe20374a\" target=\"_blank\" rel=\"noopener\">ECHA Annex<\/a><br \/>\nXV Investigation Report which reviewed this issue and found \u201csufficient evidence of risk to justify<br \/>\nfurther measures\u201d.<\/p>\n<p>In advance of this broader future action, to hasten resolution of this long-standing problem we<br \/>\nencourage Member States to take advantage of the option set out in the current \u2018wetland\u2019 restriction<br \/>\nproposal (noting some Member States such as Netherlands and Denmark phased out all use of lead<br \/>\ngunshot in all habitats more than 20 years ago):<\/p>\n<p>\u201cMember States may, on grounds of human health protection and environmental protection, impose<br \/>\nmore stringent measures than those set out in paragraphs 1 and 2.\u201d [Paragraphs 1 and 2 being a<br \/>\nrestriction on the use of lead gunshot in or over wetlands and its possession in wetlands].<\/p>\n<p>ECHA\u2019s scientific committees also <a href=\"https:\/\/echa.europa.eu\/documents\/10162\/b092e670-3266-fb5d-6296-544eaccb5d4a\" target=\"_blank\" rel=\"noopener\">recognise the value of that wider approach<\/a> in aiding enforcement:<br \/>\n\u201cConsidering practicality and enforcement possibilities\u2026 a restriction covering all use of lead gunshot<br \/>\n(i.e. a total ban) would be the most appropriate measure.\u201d<\/p>\n<p>The risks posed to human and wildlife health by lead ammunition are documented by an<br \/>\noverwhelming body of scientific evidence. This prompted the publication in 2014 of a <a href=\"https:\/\/www.zoo.cam.ac.uk\/research\/groups\/conservation-science\/European-Statement\" target=\"_blank\" rel=\"noopener\">Scientific<\/a><br \/>\nConsensus Statement by health professionals and scientists in Europe to reduce and eventually<br \/>\neliminate the release of all lead-based ammunition to the environment, in order to protect human<br \/>\nand environmental health. This statement followed a similar <a href=\"https:\/\/www.biologicaldiversity.org\/campaigns\/get_the_lead_out\/pdfs\/Scientists_Heatlh_Impacts_letter_3-13.pdf\" target=\"_blank\" rel=\"noopener\">statement in 2013 by, primarily North<\/a><br \/>\nAmerican, scientists. Only the replacement of all lead ammunition, with the readily available non-toxic<br \/>\nalternatives, will adequately control the risks.<\/p>\n<p>This open letter is being produced as a <a href=\"http:\/\/www.europeanscientists.eu\/open-letter\/\" target=\"_blank\" rel=\"noopener\">freely available document<\/a>. As scientists and health<br \/>\nprofessionals working in various relevant disciplines our motivation is to promote appropriate use of<br \/>\nthe large body of evidence available in support of initiatives that benefit the health of people, wildlife<br \/>\nand the environment.<\/p>\n<p>We, the undersigned scientists, are a group of 54 professionals from 17 European Countries (15 EU<br \/>\nand 2 EFTA countries).<\/p>\n<ol>\n<li><em>REACH is a European Union regulation concerning the Registration, Evaluation, Authorisation & restriction of Chemicals.
